The Massachusetts Port Authority (the "Authority") is soliciting Proposals from qualified persons or firms interested in entering into Development and Lease Agreement for the development and management of a general aviation facility at L.G. Hanscom Field in Bedford, Massachusetts.

Hanscom serves the flying needs of the region's high technology corporations, research and development firms and educational institutions. Major users of the airport are: corporate aviation, flight schools, air charter services, commuter airlines and private pilots flying for business and recreational purposes. Located 15 miles northwest of Boston, Hanscom has convenient access Interstate 95/Route 128. Although military flights represent less than one percent (1%) of the aircraft activity at Hanscom Field, the U.S. Government owns and operates an extensive military base complex on adjacent property.

The Project Site, located adjacent to Virginia Road and west of runway 5-23, contains 339,000 square feet of area, including an existing ramp area located adjacent to the Site. Public access to Virginia Road is via Route 62 (Old Bedford Road) and Hanscom Drive. The Authority expects that the Site will accommodate a 40,000-60,000 square foot hangar with 10,000-20,000 square feet of office space and associated ramp space, plus two 10,000-12,000 square foot hangars or one dual use 20,000-24,000 square foot hangar for use by two existing flight schools at Hanscom and a minimum of 50 paved tie-down spaces. The typical program for a flight school includes office space, classroom/ground school space, simulator rooms, maintenance and storage, a reception area and bathrooms with changing areas.

The term of the Lease Agreement is for fifteen (15) years. The proposer may request up to two (2) additional five year options subject to ground rent being reset at the then current market rates. The Term will commence upon beneficial occupancy or the date of substantial completion of construction of the improvements or 18 months after execution of the Lease, whichever is earlier.

An original and ten (10) copies of your sealed Proposal must be submitted in accordance with instructions on the RFP to the office of Mr. Michael Grieco, Assistant Secretary-Treasurer, Massachusetts Port Authority, Logan Office Center, One Harborside Drive, Suite 200S, East Boston, MA 02128-2909, at or prior to 12:00 noon on June 17, 2004.

The Authority is soliciting competitive proposals pursuant to a determination that such a process best serves the interests of the Authority and the general public and not because of any legal requirement to do so. The Authority reserves the right to accept or to reject any or all proposals, for any reason, to withdraw or amend the RFP at anytime, to initiate negotiations with one or more Proposers, to modify or amend with the consent of the Proposer prior to acceptance, to waive any informality and to effect any agreement otherwise, all as the Authority in its sole judgment may deem to be in its best interest.
