The Massachusetts Port Authority (“Authority”), owner and operator of Boston - Logan International Airport (“Airport”), invites proposals from qualified persons or firms interested in entering into an agreement(s) for the design, development and operation of a first-class general aviation facility at the Airport.

The Authority will conduct a pre-submission conference and site tour on Thursday, February 10, 2005 at 10:00 a.m. at Logan International Airport, Logan Office Center Aviation Planning Conference Room, One Harborside Drive, 2nd Floor, East Boston, Massachusetts 02128 2909. A copy of the Draft Lease Agreement and Operating Agreement will be provided at the Pre-Submission Conference. Questions asked at that conference will be answered at that time or as promptly as possible thereafter.

Copies of your sealed proposal must be received by the Authority at or prior to 12:00 p.m. local time on March 10, 2005 at the office of Mr. Michael A. Grieco, Assistant Secretary-Treasurer, Massachusetts Port Authority, Logan Office Center, One Harborside Drive, Suite 200S, East Boston, MA 02128-2909.

The Authority is soliciting competitive proposals because the process best serves the interest of the Authority and not because of any legal requirement to do so. The Authority reserves the right to accept or reject any or all proposals, for any reason, to withdraw or amend the RFP at any time, to negotiate a best and final proposal with one or more Proposer(s), to modify or amend with the consent of the Proposer any proposal prior to acceptance, to waive any informality and to effect any agreement otherwise, all as the Authority in its sole judgment may deem to be in its best interest. Authorization to enter into a lease agreement and to proceed with development is subject to the approval of the Authority’s Board of Directors.
