Certified Payroll Reporting
Both general contractors and subcontractors working on Massport construction contracts must comply with the Massachusetts Prevailing Wage Law. If the construction is partially or fully funded by the federal government, contractors must comply with the federal Davis-Bacon Act as well as the Massachusetts Prevailing Wage Law.
This guide describes the procedures your company needs to follow to comply with state and federal prevailing wage laws when working on a Massport construction contract as well as instructions for certified payroll reporting.
Forms for Massport-Funded Construction Contracts
Weekly Certified Payroll Report Form (Form CP2)
General contractors and subcontractors working on Massport standard construction contracts using hourly workers are required to file Certified Payroll Reports on Massport Form CP2 to comply with the Massachusetts Prevailing Wage Law. Updated Form CP2 will also address the Workforce Utilization Report requirement, within a single report form.
Statement of Compliance Form
General contractors and subcontractors working on Massport standard construction contracts using hourly workers are required to file the Statement of Compliance Form for certification compliance at the end of each contractor’s work on the contract.
Form for Federally-Funded Construction Contracts

Sample Professional Services Agreements
Massport has multiple forms of its standard agreement, depending on whether the work will be done airside or landside, and depending on the specific scope of work and the type of fee (not to exceed, lump sum, work order). All of these forms contain the same standard terms and conditions. The attached is a sample standard agreement for airside work with a not to exceed fee.
