Massport was established by the Massachusetts Legislature in 1956 as an independent public authority governed by a seven member Board. The Authority owns, operates, and manages Boston Logan International Airport, Worcester Regional Airport, and Hanscom Field, as well as Conley Container Terminal and Flynn Cruiseport Boston. Massport also manages a portfolio of waterfront real estate in East Boston, Charlestown, and South Boston, where it typically serves as the landowner and leases property to commercial, industrial, and development partners.

Massport is financially self-sufficient. It does not receive operating appropriations from the state budget and has no taxing authority. Instead, it maintains and improves its facilities through user fees and leases—including ground rents—and by issuing its own revenue bonds.
