Massport Cuts Ribbon for New Aircraft Fueling System; Safeguards Environment, Cuts Down on Pollution

The Massachusetts Port Authority and BOSFUEL , a coalition of 29 airlines at Logan Airport, cut the ribbon on a $91 million state of the art aircraft fueling system at Logan. The new facility will make it safer and easier for aircraft to fuel through an underground pipeline and airfield hydrant system. The fueling system will dramatically reduce the need for trucks to deliver fuel to Logan.

"The opening of this facility solidifies Massports commitment to protecting the environment at Logan Airport," said Massport Executive Director and CEO Virginia Buckingham. "The consolidated fueling system incorporates modern technology to meet the highest environmental standards."

The new Aircraft Fueling System features a looped main fuel line, new terminal hydrant systems at several terminals, and four above-ground storage tanks located in the North Cargo Area. Each tank measures approximately 80 feet wide and 48 feet high. The new facility also supports truck off-loading and refueler off-loading, an operations building, and all necessary safety equipment. In addition to providing a 5-7 day fuel supply, the new system meets the highest environmental, safety and engineering standards.

The system replaces a 25 year old fuel distribution system comprised of separate, individually owned and operated fuel farms, each with their own distribution pipe to respective terminal gate positions. To better protect the environment, these aging facilities will be decommissioned and replaced with the consolidated facility. The new facility will reduce pollution and enhance safety and operational efficiency.

A major benefit of the consolidated facility is the installation of uniform environmental controls designed to protect the soil and water resources at and around Logan. These controls include:
  • Cathodic Protection: to reduce corrosion and prevent leaks.
  • Industrial Wastewater Management: a system to control the disposal and handling of wastewater generated at the facility.
  • Leak Detection: to identify and eliminate potential sources of leaks from underground pipes and tanks.
  • Reclamation Management: to recover and reuse fuel from facility operations.
  • Secondary Containment: a liner beneath the aboveground tanks will prevent fuel from a leaking tank from reaching the soil or groundwater.
  • Spill Containment: a series of concrete dike walls surrounding the storage tanks will contain a spill.
  • Spill Prevention, Control and Countermeasure Plan: comprehensive training program to prevent and respond to spills.
  • Stormwater Management: discharging stormwater through a controlled oil/water separator
  • Tank Overfill and Inventory System: a computerized system to reduce the potential of tank overfilling.
"This system serves as a model for airports across the country concerned about the environment and safely handling jet fuel," said Buckingham.

The Aircraft Fueling System was financed by the BOSFUEL Corporation. The facility is leased by Massport to BOSFUEL for 40 years. The facility operator, selected by BOSFUEL, is DynAir Fueling, Inc. DynAir has a five year operating contract with BOSFUEL.
