The Massachusetts Port Authority solicits comments on its proposed overall goals for participation of disadvantaged business enterprises in the Massachusetts Port Authoritys airport construction program.

In accordance with 49 CFR 26.45(g)(2), the Massachusetts Port Authority (the Authority) announces its proposed overall goal for participation of Disadvantaged Business Enterprises (DBEs) in the Authoritys construction contracts which qualify for funding under the United States Department of Transportations airport financial assistance programs. This notice is mandated by federal rules and regulations issued on February 2, 1999 which became effective on March 4, 1999 (64 Fed. Reg. No. 21).

Those regulations require that entities which receive DOT financial assistance establish an overall goal for participation by DBEs in DOT-assisted contracts and also require that recipients which seek approval by DOT of their overall DBE goal must seek public participation and comment on such goal. The Authority, in compliance with these regulatory requirements, is proposing the adoption of the following overall goals for federal fiscal year 2000: for the Residential Sound Insulation Program - 16% [approximately 13% to be achieved through contract goals and 3% through race neutral measures] and for the Airfield Improvement Program - 18% [approximately 15% through contract goals and 3% through race neutral measures].

The proposed goals and rationale are now available for inspection by members of the public between the hours of 9:00 A.M. and 5:00 P.M. at the Authorities offices, One Harborside Drive, Suite 200S, East Boston, MA 02128, until November 15, 1999. The Authority and the U.S. Department of Transportation will accept comments on the goals for 45 days from the date of this notice.
