Worcester Regional Airport; Request For Proposals Corporate/General Aviation Facility

The Massachusetts Port Authority ("Authority"), operator of Worcester Regional Airport ("Worcester Regional") and the City Of Worcester (the "City"), owner of Worcester Regional, are pleased to issue this Request for Competitive Proposals ("RFP") for the development and lease of the hereinafter described site and the operation of a Corporate/General Aviation Facility at Worcester Regional.

A Pre-Submission Conference will be held on Monday, December 4, 2006, at 10:00 A.M. at Worcester Regional Airport, 375 Airport Drive, Worcester, MA. All questions must be submitted in writing by Monday, December 11, 2006. Questions submitted at the conference will be answered promptly in writing as addenda to this RFP and mailed, to all persons or firms that requested a copy of the RFP or attended the Pre-Submission Conference, by Monday, December 18, 2006.

Proposals must be received by the Authority at or prior to 12:00 p.m. local time on Wednesday, January 17, 2007; at the office of Mr. Michael A. Grieco, Assistant-Secretary Treasurer, Massachusetts Port Authority, Logan Office Center, One Harborside Drive, Suite 200S, East Boston, MA 02128-2909. All proposals must be delivered in sealed envelopes bearing on the outside the name and address of the Proposer and "Development of a Corporate/General Aviation Facility, Worcester Regional Airport". The City/Authority will not accept any proposals received after 12 noon, local time on January 17, 2007.

The City/Authority are soliciting competitive proposals pursuant to a determination that such a process best serves the interest of Worcester Regional and the Authority and not because of any legal requirement to do so. The City/Authority reserve the right to accept or reject any or all proposals for any reason, to withdraw or amend the RFP at any time, to negotiate a best and final proposal with one or more proponent(s), to modify or amend with the consent of the Proposer any proposal prior to acceptance, to waive any informality and to effect any agreement otherwise, all as the City/Authority in their best judgment may deem to be in its best interest. Authorization to enter into a lease agreement and to proceed with development is subject to the approval of the Authority and Worcester's City Manager, City Council and Airport Commission.
