Massport Implements Strict Policy To Protect From Outside Influence

The Massachusetts Port Authority (Massport) is setting a new standard for protecting merit based hiring and shielding the agency from undue outside influence. The state's first "sunshine policy," establishes strict guidelines on reporting outside influence on or meddling with standard hiring practices.
The guidelines were issued today by Massport CEO Craig P. Coy. Explained in a memo distributed to all employees, the policy is intended to reinforce Massport's long-standing commitment to attracting quality professionals. Under the policy, all employees are required to report any undue outside influence relating to hiring, position creation, promotion, salary, discipline and discharge decisions. Also, managers, department heads and the Director of Human Resources are required to certify that they have not been unduly or improperly influenced during a hiring decision.
"We have developed a tough policy that ensures fairness and accountability and maintains the integrity of this organization. Our employees and the public deserve nothing less," said Coy. "As with any public or private entity, this policy acknowledges the positive role of networking or constituent services, but draws a clear line around inappropriate or undue influence."
In raising the bar and protecting the integrity of the Massport hiring process, the authority is continuing its role as a premier government agency. To enhance Massport's ability to deliver world-class service, Coy has begun an internal reorganization that will better align the authority's departments and personnel with its stakeholders and customers. Key objectives are to refocus Massport's goals, make the management structure more accountable and improve the decision-making processes.
"Over the past four decades, Massport has evolved in response to a variety of events and circumstances. Now is the time to take stock, lay out a plan, and reset the agency upon a foundation of clear goals and objectives," said Coy. "Through this process, we recognize the many strengths which exist at Massport and in Massachusetts, and we will continue to build on those strengths. This is an exciting time to be at Massport, as we forge our path into the future. The continued hard work and dedication of our 1,150 employees is vital to an agency that will deliver world-class service to the public."
