The Logan Airside Improvements Planning Project (Airside Project) Supplemental Draft Environmental Impact Statement/Final Environmental Impact Report (SDEIS/FEIR) is jointly prepared by the Federal Aviation Administration (FAA) and the Massachusetts Port Authority (Massport). For the federal environmental review process, this Supplemental Draft EIS has been prepared in response to a decision by the FAA in accordance with the National Environmental Policy Act (NEPA) and its implementing regulations. As a Final EIR, this document has been prepared to satisfy the requirements of the Massachusetts Environmental Policy Act (MEPA) and its implementing regulations.

The Project is intended to provide improvements to alleviate aircraft arrival and departure delays at Logan Airport. At current levels of operations Logan is one of the most delay-prone airports in the United States. As the analysis in the Supplemental Draft EIS/Final EIR indicates, this problem will become even worse over time. The environmental impacts associated with current and projected future conditions will also worsen significantly if no action is taken. The Preferred Alternative identified in the Supplemental Draft EIS/Final EIR will provide significant delay reduction benefits and will also provide a unique opportunity to achieve certain environmental benefits in both the noise and air quality impact categories. The Preferred Alternative consists of the following proposed improvements at Logan Airport: new unidirectional Runway 14/32; new Centerfield Taxiway; extension of Taxiway Delta; realignment of Taxiway November; improvements to Taxiway system in southwest corner of airfield; and the reduction in approach minimums on Runways 22L, 27, 15R and 33L. Mitigation measures will be implemented to address cumulative and construction-related impacts associated with implementation of the Preferred Alternative. The Supplemental Draft EIS/Final EIR demonstrates that Logan can accommodate current and projected levels of aircraft operations in an environmentally responsible manner through implementation of the Preferred Alternative.
