Massport Re-releases RFPs for Parcel F-1 in South Boston; Premier location offers development opportunities for Class A office building

The Massachusetts Port Authority, on Thursday, June 8, 2000 will make available Requests for Proposals (RFP) for development of Parcel F-1, an approximately 1.45 acre site in South Boston. The Parcel F-1 site is located on D Street in the Commonwealth Flats area of the South Boston Waterfront.

Massport is seeking proposals to design, permit, finance, construct, and operate a Class A office building of up to 470,000 square feet including ground level retail and an underground parking garage.

"The South Boston waterfront holds considerable attraction to a wide variety of developmental interests," said Lowell Richards, Massport's chief development officer. "We expect to select a proposal for this parcel that meets Massport's expectations of commitment and a timely schedule of completion."

Massport first issued an RFP for Parcel F in 1997. Responses from two developers included proposals to develop both a Class A office building and a four-star hotel. In an effort to promote mixed use development in this area, and consistent with the street pattern changes proposed in the City of Boston's Public Realm Plan, Massport reconfigured the property whereby Parcel F-1 was designated for office use and Parcel F-2 for hotel development.

In 1998, Massport approved term sheets authorizing development agreements and ground leases for each parcel. In 1999, developers for Parcel F-2 began moving forward with plans to build a 450 room hotel featuring 120 residential units with some space reserved for retail and restaurant use.

Proposed plans for the development of Parcel F-1 ceased earlier this year when the original development designation for Parcel F-1 expired and Massport learned that negotiations between the developer and the co-proponent anchor tenant had terminated.

Massport invites all qualified developers with sufficient experience and financial capacity to design, permit, finance construct and lease a Class A office building on Parcel F-1 to submit proposals. All proposals will be due to Massport by August 4,2000.
